SPP large-load requests, as SPP posts them
SPP lists every load delivery-point request it assesses, about a month late, with no megawatts and no names. This is that list, and what it can and cannot tell you.
January to August 2026
Requests posted

SPP posts each month's preliminary assessments in the following month. Its August posting is the latest captured here, read on Sep 28, 2026. Later months are on SPP's posting list.

After a study-required posting, SPP's guidelines set the next clocks: “Transmission Customer provides study agreement materials within 30 Calendar Days of receipt of the preliminary assessment.” and “Within 60 days, 90 days if HILL, of the scoping call and receipt of all necessary materials, SPP completes the study and sends the report to the TC.” (SPP, Guidelines for Delivery Point Assessments). Nothing public shows whether either clock has started for any request above.
The two large-load paths
High Impact Large Load (HILL)
A study path for new large loads paired with new generation, so both can connect in less than half the time SPP's generator queue takes. SPP's guidelines give a HILL delivery-point study 90 days from scoping and complete materials, against 60 for other loads. FERC accepted it on Jan 14, 2026 in Docket ER26-247-000, effective Jan 15, 2026.
- FERC, Commissioner Rosner's concurrence, Docket ER26-247-000, Jan 15, 2026: FERC accepted SPP's HILL and HILL generation assessment processes.
- Troutman Pepper Locke, Jan 2026: order issued January 14, 2026, effective January 15, 2026.
Conditional High Impact Large Load Service (CHILLS)
Curtailable transmission service for up to seven years while a large load waits for firm service. SPP may curtail it when the system is constrained. FERC accepted it on Jun 5, 2026 in Docket ER26-1323-000, effective Jul 1, 2026.
- Utility Dive, Jun 8, 2026: FERC approved CHILLS on June 5, 2026, for up to seven years of service.
- mGrid, Jun 5, 2026: Docket ER26-1323-000, effective July 1, 2026, accepted subject to a compliance filing.
What this is not
- Not a queue. SPP publishes no HILL or CHILLS application list, no megawatts, no customers and no locations. Pending applications are invisible from outside SPP.
- The HILL and CHILLS readings are inferred. SPP does not define the -H and -CH suffixes. They first appear on requests received after each process took effect, and every marked request needs a study. An unmarked request is not shown to be small.
- The FERC count is Pallara's census, not SPP's. SPP's tariff requires it to file each executed CHILLS agreement at FERC. Every FERC eLibrary docket naming Southwest Power Pool as applicant, swept by filing date from 2026-01-15, each window checked against a known SPP filing so an empty response is never read as zero. Excluded: ER26-3685, SPP's own revisions clarifying the CHILLS policy, a tariff filing, not a customer agreement.
